Development began on April 11, 1997, and the station opened on November 1 of the same year. National Route 294 runs north to south, linking Tochigi with the directions of Ibaraki and Fukushima, and Roadside Station Ninomiya was established as a rest and information point along this artery. Its name preserves the old place name of the former Ninomiya, and even after municipal mergers made it part of Mooka City, it continues to convey the region's farming and daily life.
