History
The museum was conceived as the core facility of Matsuyama's twenty-first-century town-building initiative, built around Ryōtarō Shiba's novel Saka no ue no kumo. It opened on April 28, 2007, at the southern foot of the castle hill crowned by Matsuyama Castle, at a total construction cost of about 3 billion yen.
